Our client has a great opportunity for a Labour Relations(LR) Manager with the potential to grow as part of the companies succession planning.  Reporting to the LR Director this position requires someone highly knowledgeable in the LR space to support the needs of the business. 

Job Responsibilities

  • Provide all senior leadership, management and supervisors as well as the HR team about employee and LR issues, including the interpretation and application of labour legislation, regulations and collective agreements
  • Work closely with the Director of LR on collective bargaining strategies
  • Negotiate with unions regarding matters related to collective bargaining
  • Prepare submissions, reports for Council, negotiate policy and approaches, and oversee the employee and LR research function
  • Manage, coordinate and oversee the projects and activities of LR team
  • Implement, administer and interpret collective agreements, grievance decisions and arbitration awards, in accordance with the intent of the provisions
  • Prepare and handle, including acting as a liaison with solicitors, arbitration cases
  • Identify, implement and manage change and development within the LR team
  • Coordinate the collection, analysis, evaluation and interpretation of various statistical data and information relevant to labour negotiations.  Determine total compensation costs of union settlements
  • Develop, plan and implement LR strategies, ensuring the employee and LR environment and initiatives are compatible with the Corporate vision, mission and values
  • Establish and maintain effective working relationships with union representatives to manage grievances and address employee and/or management concerns
  • Conduct research regarding Human Resources and LR issues, trends and best practices, including research to support the collective bargaining process
  • Collaborate in the planning, design, development and delivery of LR education and training initiatives for management and staff
  • Lead, coach and manage the LR team
  • Identify LR staffing requirements and participate in recruitment/selection of candidates
  • Provide guidance and counsel to the LR team on business decisions that have extensive impact to the organization and improves program
  • Act as a delegate for the Director of LR
Candidate Qualifications
  • Degree in commerce, business administration or a related field from a recognized University supplemented by 10+ years directly related LR experience in a unionized environment. HR accreditation such as CHRP (Certified Human Resource Professional)
  • Full understanding and working knowledge of labour legislation, arbitral jurisprudence and bargaining strategies 
  • Considerable knowledge of municipal organizations, types of municipal occupations and related functions in other organizations 
  • Experienced in acting as the chief spokesperson at the bargaining table and presenting at arbitrations 
  • Demonstrated leadership skills, including the ability to motivate and mobilize people and teams to work toward a shared purpose
